集体林权改革几个基本法律制度的认识

以湖南资兴市的调查资料为依据,论述了林权、森林限额采伐、林业税费、生态效益补偿等几个基本的法律制度与集体林权改革的关系及本身内容存在的不足。指出相关法律制度的不完善,制度的执行与应用、政策措施制定的滞后性是我国林业发展长期不能突破自身发展瓶颈,阻碍我国集体林改革的主要原因。

Understanding of a few basic legal systems of Collective Forest property Reformation

Based on the investigation data in Zixing City of Huanan,this paper describes the relationship between the Collective Forestry Property Reformation and several basic legal systems,such as the forest properties,deforestation quota,forestry taxes,ecological benefit compensation and so on,as well as the their insufficiency.This article points out that it is the imperfection itself of the system concerned,the implementation and application,the stagnancy in the forestry policy that hinder the reform and bring about the failure to break through the bottle-neck in the development of Chinese forestry.
