| 摘 要： | 行政审批制度改革是政府发起的一场“自我革命”，它必须具备强大的动力并形成有效的动力机制才足以克服各种阻力。文中分析了行政审批制度改革的动力结构，并以泉州市行政服务中心取得的显著成果为例，说明地方政府领导的高度重视和强力推进是构建科学有效动力机制的关键环节。

| Abstract: | The reform of the administrative approwd system, which has to overcome various resistances with the help of an effective driving force mechanism, is a self revolution launched by the government. Taking the case of Quanzhou Municipal Administrative Service Center in Fujian Province of China, the paper analyses the driving force structure of the approval system innovation and reveals that the high attention and forceful implementation from the local government is the crucial element in constructing the scientific and effective driving force mechanism. |
