| 摘 要： | 我国政府绩效评估的效果一方面取决于评估系统是否完善，另一方丽取决于实施评估的条件是否完备。处在转型期的中国，政府绩效评估的实施首先需要具备适合的条件，而开放性条件是所有条件的根本。为此，完善开放性条件是政府绩效管理成功的基础。

In the period of social transformation, the implementation of government performance measurement requires various suitable conditions, of which openness is of primary importance and is the basis for the successful management of government performance measurement. |
