中国民间政策研究组织的发展与完善

民间政策研究组织是公共政策决策系统不可替代的组成部分。中国民间政策研究组织自上世纪80年代末萌芽以来,其间经历了一系列的跌宕起伏,近几年,我们的民间政研组织逐渐恢复发展。不过,目前中国民间政研组织尚有许多不足,如面临合法性危机、数量少、市场化程度低、人才匮乏、缺乏资金保障等,这些因素制约着它们的发展。因而,我们要努力促进中国民间政研组织的合法化;大力发展民间政研组织,广泛吸纳人才;并积极拓宽其筹资渠道,从而不断发展和完善民间政研组织。同时民间政研组织自身应加强与媒体的联系,积极参与国际合作,大胆借鉴国外先进研究方法和手段。

The Development and Perfection of Non-governmental Policy Research Organizations (Think Tanks Among the People) in China

Non-governmental policy research organization is an irreplaceable component in public policy decision-making system.Since sprouting at the end of the 1980s,China's non-governmental policy research organizations have undergone a series of ups and downs.In recent years,our non-governmental policy research organizations gradually resume their development.But currently China's non-governmental policy research organizations still have many insufficiencies,such as facing with the crisis of legitimacy,small quantities,the low degree of marketization,lack of personnel and funding,which constrain their development.So we must make efforts to promote China's non-governmental policy research organizations legalization,vigorously develop them with wide personnel,and positively expand their fund-raising channels,in order that we can continuously develop and improve them.Meanwhile non-governmental policy research organizations should strengthen their ties with the media,actively participate in international cooperation,boldly learn from advanced foreign research methods and means.
