四川土地资源的主要问题是优势地貌类型占有量少；优质地类比重不大、光温潜力和土地生产潜力的发挥不够；人多地少，人均耕地、林地和牧草地不足，各地类人均占有量极低，人地矛盾十分突出；宜农耕地后备资源贫乏，难利用土地比重大；土地开发利用程度低，土地生产力水平发挥不够。因此，基本对策应该是制定实施土地利用总体规划，实行土地的用途管制，切实保护耕地，加强土地质量建设，改善土地生态环境，提高土地利用率和生产力，加强土地开发和复垦，实现全省耕地总量的动态平衡。

Consequently some primary countermeasures are put forward, such as carrying out land use planning and land use types control, protecting cultivated land, strengthening the land quality construction, improving land ecological environment, raising the land use capability and productivity, emphasizing on the land developing and recovering in order to realize the dynamic equilibrium of cultivated land amount.
