Determine and control on the reasonable highway engineering cost during the design phases

The control of highway engineering cost during the design phases is the pre-control and the primary link of the engineering cost determination, but that is ignored. To pay much attention on the construction is prejudicial to the investment saving. This paper discusses the importance of the cost control during the design phases, analyses the main problems and influence factors of the engineering cost and gives effective ways to determine the reasonable cost during the design phases.
