四川农村统筹城乡发展条件下人力资源开发的问题与对策

从人力资源开发的视角来研究四川农村人力资源开发对于统筹城乡发展、构建社会主义和谐社会的意义,指出解决＂三农＂问题要抓住城乡二元结构这个根源。消除城乡二元结构问题的关键是农民问题,农民问题的核心是农民的收入问题,而影响农民收入增加的实质是农民素质高低问题。只有通过农村人力资源的开发,不断提高农民素质,农民才能利用政策、科技和市场等因素增加收入,因此农村人力资源开发是解决城乡协调发展、消除城乡差异、最终走向城乡一体化和构建社会主义和谐社会的重要途径。在此基础上,分析了城乡统筹中农村人力资源开发存在的问题,并提出了开发思路与对策。

Problems and Countermeasures of Rural Human Resources Development in Sichuan Province under the Condition of Urban and Rural Overall Development

This article from the perspective of human resource development in rural areas in Sichuan Province to study the development of human resources for urban and rural development,building a harmonious socialist society meaning that solve ＂Problems about Agriculture,Rural areas and Peasantry＂ issue to grasp the root causes of the urbanrural dual structure. The elimination of urban-rural dual structure is the key to the problem of Peasantry,the income of the peasantry is the core of the issues,the essense of peasantry low income is the level of their quality. Only through the development of human resources in rural areas,and continuously quality improvement,Peasantry can make good use of policy,technology and market factors to increase income. Therefore the development of human resources in rural areas is an improtant way to address the coordinated development of urban and rural areas,to eliminate differences between urban and rural areas,and ultimately to urban-rural integration and building a harmonious socialist society ,On this basis,we analyze the promblems in the human resources development,and put forward some ideas and countermeasures.
