摘    要:"互联网+"科技特派员在线服务平台建设与应用,是应用信息技术融合与创新科技特派员工作机制的重要体现。本文分析了农村经济发展滞后、科技成果转化率低、农业产业化程度不高、科技服务存在"线断、网破、人散"的状况等问题,详细叙述了实施科技特派员制度的成效,提出了建设"互联网+"科技特派员在线服务平台,以期提高科技特派员管理效率和服务质量。

Abstract:In the light of the lag of the rural economic development, the low conversion rate of the scientific and technological achievements, the low degree of industrialization of the agriculture, the existence of the "Broken line, broken net, and scattered people" of the scientific and technological service, and the construction and application of the on-line service platform of the "The Internet" and technology special commissioner, It is an important embodiment of the application of information technology integration and the work mechanism of the innovation and technology commissioner. The platform provides a convenient and high-efficiency channel for the technical and technical commissioner and the "rural and rural areas" to establish talents, technology, information and the like and is in butt joint with the traditional agricultural production factors, and the rapid docking of the technical requirements and the technical service is realized, and the management efficiency and the quality of service of the technical commissioner are improved. In ord to further develop that service capability of the special commissioner for science and technology, a proposal to build the on-line service platform of the "The Internet" undefineds special commissioner for science and technology is put forward.
