The survey finds that The bill of Government Information Open has many problems in open implementation,degree and process,and civil participation during the preparing period.It must base on local conditions to improve specific system of information open,change the concept of government information open,raise awareness of civil right and democracy,and establish effective incentive and monitoring mechanisms of all levels of government information open.
