走向新型城市化的思考和建议

城市化的本质是农民的市民化。中国城市化的特殊性背景在于两个基本的体制前提，即农村集体所有制和城乡二元体制。新型城市化要切实保障农民财产权，充分实现农民市民化。我国要实现城市化的战略转型，必须把加强制度供给作为新型城市化的基础工程，把依法改革创新作为新型城市化的基本方式，把深化土地制度改革作为新型城市化的关键环节，把推进农村产权改革作为新型城市化的重大任务，把实现农民市民化作为新型城市化的战略目标。 

Thoughts and Suggestions of Taking a New Road of Urbanization

Essence of urbanization is transforming the peasant into the townspeople.Rural collective ownership and urban-rural dual system are background particularity of China’s urbanization.Farmers’ property rights with new urbanization should be effectively protected;peasant’s citizenship could be fully realized.To realize the strategic transformation of urbanization should take strengthening of system supply as foundation engineering,reforming and innovating in accordance with law as basic way,deepening land system reform as key link,promoting rural property rights reform as major task,and transforming the peasant into the townspeople as strategy.
