固始县征地区片调整研究

为了探索征地区片划分的合理方式，为征地区片综合地价的实施提供操作方便，构建公平、公正的征地补偿制度提供保障，笔者以信阳市固始县为例进行实证研究，运用多因素综合评价法和综合判定法分别从所有乡镇行政区、重点乡镇行政区、城市建成区的角度出发设计方案，并进行对比分析。分析得出从城市建成区角度构建的方案三，征地区片的数量相对较少，区片之间相邻的条件相同的被征用土地以不同的标准补偿的情况得到了改善，更具公平与效率。可得出结论，征地区片在划定的过程中，除应具有科学性之外，还需从管理实践和保护农民权益2个角度出发，维护征地行为的公平合理。

Research on Adjustment of Land Expropriation Section in Gushi County

This Paper , taking the Gushi couty of Xinyang for example , explores the reasonable way of regional land division which is easy to operate , and builds a fair and just system of land expropriation compensation, using the method of multi-factor comprehensive evaluation method and comprehensive judgement . This paper designs plans from three angles , namely all township administrative region , key township administrative region and urban built-up areas . Then the paper analyzes the three plans comparatively . Based on the above, one can draw a conclusion that the third one with more equity and efficiency, owns relatively small number , and this method overcomes the weak point of the same land with different price . The results show that in the process of region land , in addition to should have scientific nature , it also needs from the management practice and to protect farmers' rights and interests of the two perspective , in order to maintain the expropriation behavior of fair and reasonable .
