| Abstract: | The third step development strategy of China, and the acute problem of establishment of well_to_do society fully are analyzed. Through discussion on the relationships between irrigation and drainage infrastructure construction and increase of farmers' return, agriculture benefit and development, the strategic status of irrigation and drainage infrastructure construction is demonstrated from different points of view, and suggestions for strengthening irrigation and drainage infrastructure construction in the new epoch are also proposed. |
