农业结构调整中的投融资体系构建问题与对策——以山东省泰安市为例

经过近30年的改革与发展,我国农产品供求格局发生了根本性变化,许多农产品生产成本过高,品质不优,加工转化程度不高,不适应市场消费需求的问题越来越严重。要解决这些新问题的出路,关键在于调整农业结构,而农业结构调整的重点在于各级政府财政和金融部门(特别是农村金融机构)以及社会资金的支持。为此,我们不得不重新审视我国农业投融资体系的重构问题。

Problems and Countermeasures of Building Investment and Financing System in Adjustment of Agricultural Structure,Taking Tai'an City in Shandong Province for Example

Through 30 years＇ reform and development, the supply and demand pattern of our country＇s agricultural products changed. The problems, such as produce cost is high, transformed processing level is low, and the products not fit the market demand, are more serious. The key to solve these problems is to adjust the agricultural structure. And the importance of agricultural structure adjustment is financial support from government finance at any level, banking system （especially rural financial system）, and also from social funds. Therefore, we have to survey the reconstruction of our country＇s investment and financing system.
