安徽省集体林权制度改革的困境与对策

通过对安徽省集体林权制度改革的跟踪研究,总结了安徽省集体林权制度改革的经验,分析了现阶段林改工作面临的困境,指出要建立起产权明晰、主体到位、权责明确、流转规范、监管有效的现代林业产权制度,就必须巩固主体改革成果、拓宽资金来源、规范林权流转。

Difficulties and Countermeasures on the Collective Forestry Right Reform in Anhui Province

Through a tracking study of Anhui collective forestry right reform,the reform experiences were summarized,and the existing reform difficulties were analyzed.It was pointed out that,to establish a modern forestry right system with clear property right,clarified subjects,well defined responsibilities,regulated circulation and effective supervision,we should consolidate the reform achievements,broaden the capital sources and regulate the transfer of forestry right.
