成都市家庭农场发展现状及对策研究

笔者以成都市家庭农场发展现状及对策研究为主题,采取实地调研的方式,于2013年8月26~31日先后对成都市农业委员会,郫县、龙泉驿、崇州市农村发展局及郫县安德镇3位农场主、龙泉驿"溜鸡哥"家庭农场、崇州鸿宇家庭农场进行了为期1周的走访调查。从成都市政府和家庭农场主两个方向着手进行深入研究,分析了成都市家庭农场的发展现状及发展成果,并在这个过程中得出制约家庭农场发展的问题:认定标准不确定,政策支持不足,生产要素约束发展,社会服务不健全,经营者素质普遍不高等。最后,针对目前存在的这些问题,笔者从对家庭农场的认识、标准认定、制度建设及扶持政策、解决发展中生产要素约束等方面给出建议,以期为促进成都市家庭农场的健康发展贡献绵薄之力。

Study on Development Status and Countermeasures of Family Farm in Chengdu City

With research on the development status and countermeasures of family farm in Chengdu City as the theme, adopting field investi-gation way, Chengdu City Council of Agriculture, Pixian, Longquanyi, Chongzhou Agricultural Development Bureau, three farmers of Ande Town, “Liujige” family farm of Longquanyi, Hongyu family farm of Chongzhou were investigated during Aug.26-31, 2013.The development status and achievements of family farm in Chengdu City were analyzed, existing problems were obtained including uncertainty of cognizance standard, lack of policy support, imperfect social service, low quality of operators.Finally, several suggestions were put forward from aspects of cognition of family farm, standard cognizance, system construction and supporting policies, solving constraints in production, so as to pro-mote healthy development of family farm in Chengdu City.
