城乡一体化建设中的土地制度改革问题研究

城乡一体化建设必须改革现行的土地制度,切实保障广大农民的合法权益,实现全面保护耕地,促进土地节约集约利用,以适应农业现代化、产业化以及新型工业化和城镇化进程。笔者通过土地制度改革对城乡一体化的作用、现行土地制度存在的诸如农村土地的产权、征地、集体土地流转等问题进行了分析,提出了土地制度改革的基本原则和方向,深入探究了我国土地制度改革的具体对策。该研究旨在对推进土地制度改革,建立土地流转机制,促进城乡一体化建设发挥相应的理论与实践价值。

Reflections on the Reform of Land System in the Integration of Urban and Rural Areas

The integration of urban and rural construction should reform the existing land system, protect the legitimate rights and interests of the broad masses of farmers, achieve the comprehensive protection of arable land, promote economical and intensive utilization of land, and adapt to the agricultural modernization, industrialization and new-type industrialization and urbanization.We analyzed the effects of land system reform on the integration of urban and rural areas and the main problems of the existing land system.The basic principles, direction of land system re-form of China were put forward.The specific suggestions for the reform of China′s land system were discussed.This research provided theoretical and practical values to promote the reform of land system, the establishment of land transfer mechanism, and the integration of urban and rural construction.
