铜仁市征地补偿安置模式比较

总结了2010年以来铜仁市所采用的征地补偿安置模式,主要有货币安置、社会保障安置、留地安置;分析了这些安置模式存在的问题,如被征地农民就业安置难以实施,社会保障陷入困境,统一年产值区域与区片价补偿价格相差较大,留地安置适用范围小等。结合铜仁市实际,提出了完善征地补偿安置的方法,如将优质教育资源向被征地农民子弟倾斜,加强失地农民技能培训,健全失地农民社会保障体系,创新征地补偿安置模式。最后,将创新提出的预留农村建设用地安置模式、土地入股安置模式与原有的安置模式进行了比较,对各种安置模式的优势和不足进行对比,为农村土地征收与失地农民补偿安置工作提供参考。

Comparative Research between Land Acquisition and Compensation Modes of Land-lost Farmers

Land compensation and resettlement mode in Tongren City was summarized since 2010,mainly including monetary settlement,social security settlement,and land usufruct returning.The existing problems of these settlements and resettlements were analyzed,such as difficult im-plementation of landless farmers′employment,difficulty in social security,great differences between unified annual production area and compensa-tion price of land price,and small application range of land usufruct returning.Combing with the actual situation of Tongren City,method for land compensation and resettlement was improved,such as tilting the high-quality education resources to land-lost farmers′children,strengthening the training of land-lost farmers,perfecting the social security system of land-lost farmers,and innovating the land compensation mode.Finally,we compared the new compensation and resettlement modes (reserved rural construction land,land stock-cooperation) with the original one.The ad-vantages and disadvantages of different compensation and resettlement modes were also compared,aiming at providing references for the compen-sation work of land-lost farmers and the rural land expropriation.
