基于完整性管理方案的管道完整性效能评价方法

针对目前完整性考核指标与完整性管理中存在的问题，结合目前管道完整性管理方案在管道完整性管理过程的作用，提出了建立基于管道完整性管理方案的效能评价方法。该评价指标体系以完整性管理方案规定内容与运营单位实际工作内容之间的符合度作为评价基础，以管道的风险水平、日常工作量大小、事故情况等影响效能的因素作为修正因子，建立了一套符合完整性效能评价要求的评价方法。该评价方法是一种对完整性管理方案执行质量的考核，实现了管道企业对风险控制水平的考核，同时该评价方法实现了目前多种考核与审核工作的结合。（表2，图l，参7）

Integrity management program-based pipeline integrity efficiency evaluation method

Based on the existing problems in the integrity performance indicator and integrity management and in combination with the role of the pipeline integrity management program in pipeline integrity management, the pipeline integrity management program-based efficiency evaluation method is proposed. Taking the conformity between contents specified in the integrity management program and actual work of operating organizations as the evaluation basis and efficiency influencing factors such as risk level, routine work amount and accidents of pipeline as correction factors, an evaluation method consistent with integrity efficiency evaluation requirements is set up. The evaluation method can realize the assessment of performance of the integrity management program and risk control level of pipeline enterprises and achieves combination of multiple assessments and reviews. （2 Tables, 1 Figure, 7 References）
