海域使用权配置的经济学分析

我国海域使用权的配置有四种方式，从交易费用的角度来看，申请审批的配置效率最低，招标和拍卖较高，流转的配置效率最高。为了有效地配置海域使用权，在一级市场尽量采用招标拍卖的配置方式；在二级市场应尽快建立相关的流转制度和流转服务机构，实现流转方式对海域使用权的高效配置。

Economic Analysis of Marine Usage Right Allocation

The allocation of marine usage right in China is divided into four categories. From the perspective of transaction cost, the allocation efficiency of application assessment is the lowest, invitation for bid and auction are relatively high, and the transfer is the highest. To achieve maximum results in allocating marine usage right, we shall adopt invitation for bid and auction in the primary markets while establishing related transfer system and serving institutions in the secondary markets, so as to achieve an efficient allocation of marine usage right by optimizing the transfer mode.
