| 摘 要： | 小型农田水利是提高农业综合生产能力、增加农民收入的重要保障。小型农田水利在其发展过程中受到自然、社会、人为等种种不利因素的影响，自身优势及良好的外部条件没有得以充分的利用发挥，阻碍其整体发展。运用SWOT分析模式，剖析我国小型农田水利具有的优势、劣势及其面临的机遇和挑战。从政府管理的角度出发，提出适合我国小型农田水利发展的战略管理模式，促进我国小型农田水利稳健快速的发展。
