集中资金办大事,围绕优势搞开发——攸县农业综合开发打造湘东“粮仓”的调查与思考

1998～2010年,湖南攸县的农业综合开发,紧扣农业大县特别是全省乃至全国产粮大县的县情,站在确保粮食安全的战略高度,将农业综合开发财政资金总量的3/4,集中投向县域中部粮食主产区,按照＂集中连片,规模开发＂的原则,大力度改造中低产田,着力打造粮食生产核心区,取得了显著成效。但要将粮食产业进一步做大做强,使其成为屹立在湘东的＂粮仓＂,尚有一些不可忽视的问题,结合10多年来农业综合开发的实践与探索,提出具体的发展对策。

Concentrating Funds on Major Affairs,Engaging in Development Based on Superiority

From 1998 to 2010,Comprehensive agricultural development at You county of Hunan province,based on agricultural county and main planting grain of China,and strategic level of food security,the 3 /4 total amount of financial funds of agricultural development is concentrated toward the major grain-producing area in the center of county.According to the principle of ＂assembling scattered fields,developing on a large scale＂,sufficient efforts are put into reforming the low-yielding fields and building the core area of food production,remarkable results have been achieved.But if developing the food industry further to the ＂granary＂ of eastern area of JiangXi province,a number of issues can not be ignored.Specific countermeasures is proposed based on 10 years＇ practice and exploration of comprehensive agricultural development.
