| 摘 要： | 农业综合开发项目实行招投标制，对招投标阶段的造价进行控制，既是设计阶段概预算控制实现的目的，又是核实工程投资规模、控制施工阶段工程造价的依据。如何在招投标阶段有效控制项目投资、合理确定工程造价，是当前需要解决的首要问题。
