山西省农业科技成果转化实施主体调查与分析

目前山西省农业科技成果转化的力度很小,而且在不同的科研院所和单位也有较大的差距。通过2005年对山西省农科院、山西大学和山西农业大学的科研人员、县级农技推广站的推广人员和农民进行问卷调查,得出如下基本结论:农业科技成果转化的实施主体对于实现农业科技经济一体化起到至关重要的作用。农业科技成果转化涉及农业科研人员、农技推广人员、农民和政府等不同主体的利益,如何能有效的协调实施主体的利益,消除农业科技成果转化过程中的人为障碍,最终构建一个有效、灵活、客观、公正的农业科技成果转化激励机制,关系着农业科技成果转化的运作效果。调查方法采用的是随机调查方法。根据调查结论,提出了构建农业科技成果转化激励机制的设想。

The Study of Operators on Applying the Agricultural Sci-tech Achievements

Among those agriculture achievements of Shanxi province, only a few were applied to practice. This research was based on the poll in which Shanxi province was chosen as inquisitional site. The investigators were from scientific research institute and universities that included Shanxi agriculture scientific institute, Shanxi University, Shanxi Agriculture University, county''s agriculture technology extension workers and farmers. The following basic conclusion has been based on the questionnaire. The operators which include farmers, agricultural technicians and extension system play the greatest role. How to adjust their benefits is critical. According to the investigation, some policy suggestions were made for overcoming the above difficulties. Meanwhile, some effective incentive mechanisms were programmed.
