Build Reader-Centered University Library System with University Rules and Regulations

Servicing teachers and students is the core value of university libraries."Reader-centered"service concept and active service sense are new demands on library work in recent years.Rules and regulations of the university library played a guiding and regulatory role in various library works.Therefore,build a "reader-centered" rules and regulations system of the university library can regulate and control the running of university library information resources and ensure library work to achieve "reader-centered" objective.In this paper,the meaning,content,method and implementation of the "reader-centered" regulatory system of the university library are deeply discussed.
