中部地区城市群建设用地利用综合效益评价

随着中部崛起战略的实施,中部地区经济快速发展,对建设用地的需求也不断增长,建设用地供需矛盾日益突出,建设用地利用效益问题也成为社会关注的热点。该研究建立了建设用地利用综合效益评价指标体系,利用min-max标准化法和TOPSIS法,对中部地区6大城市群2011年建设用地利用的经济、社会、环境效益进行评价。结果表明,中部地区城市群城际之间建设用地效益存在明显差异,区域发展不平衡。为了实现可持续发展的目标,需要不断优化产业结构、节约集约利用土地,推进新型城镇化的进程。

Comprehensive Benefit Evaluation of Construction Land Use in Central Urban Agglomeration

With the implementation of the strategy of the rise of the central,the rapid development of the regional economy,the demand for construction land is also increasing,supply and demand contradiction has become increasingly prominent to use construction land,construction land use efficiency has also become the focus of attention.The comprehensive benefit evaluation index system of construction land was established,using min-max standardization law and TOPSIS method,the economy,social and environment benefit of construction land utilization in 6 urban agglomeration in 2011 was evaluated.The results showed that significant differences exists among different cities.In order to achive the goal of sustainable development,industrial structure,economical and intensive use of land needs to be constantly optimized to promote new type urbanization process.
