超生人口征收生态补偿费的相关分析——以贵州省为例

在对社会抚养费讨论的基础上,以生态为中心的可持续发展为导向,试从生态足迹和生态系统服务价值的角度,来推算维持个人基本生存和消费需要向生态环境索取的资源环境价值并将其货币化,作为探讨超生人口征收生态补偿费的基础。选取贵州省作为研究对象,根据贵州省人均生态足迹和全国单位面积生态系统服务价值,推算出单位人口占用的生态系统服务的价值(货币),作为对超生人口征收的生态补偿费标准。

Relevant Analysis on the Collection of Ecological Compensation Levy for Illegal Fertility Population-Taking Guizhou Province for Example

On the basis of social compensation fee discussion, taking ecological-oriented as the center of sustainable development, from the perspective of ecological footprint and the value of ecosystem services, the value of resources and the environment for the maintenance of basic personal survival and the consumption needed to be obtained from the ecological environment were calculated, as a basis for collection of ecological compensation of illegal birth. Selecting Guizhou Province as the object, according to per capita ecological footprint in Guizhou Province and the national ecosystem service value of per unit area, the value of ecosystem services for per population was calculated, as the standard of ecological compensation imposed to illegal birth.
