The Worsening and Its Counter Measures of Human Environmental Resource (Take Xinjiang as an example)

The environmental resource is the sum total of all natural and social substances and factors which affect the man's living and objectively exist around human being. The worsening of environmental resource refers to the pollution appearance and damage of environmental resource, which caused directly or indirectly by the human unscientific living and production activities. Since the International Desert Conference hold in 1977, it is universally acknowledged that the worsening of human environmental resource, which called desertification, has became the global environmental resource issue. The large-scale water and soil exploitations and industrial constructions, which carried on since 1949, brought about a great advance in social economy of Xinjiang, set up and consolidated the oases of large area and made the desert environment improved. Meanwhile, it caused the pollution and damage of environmental resource, the worsening of environmental resource appeared. The paper analysed the worsening reasons and put forward several protective and preventive measures.
