行政问责是近年来理论界和实务界关注的热点问题，在建设法治政府、推进政治文明的进程中具有非常重要的意义。但对“由谁问责”、“问谁的责”、“问什么责”、“如何问责”等问题还存在争议，缺乏统一的理论观点和规范化的问责体系，在实践中缺乏具体明确的可操作性。所以，准确界定行政问责的内涵，是深入研究问责理论的出发点，明确问责的依据是实施问责的合法性前提。

Therefore, an accurate definition of the meaning of administrative accountability is the starting of deep research, and a clear basis of ad- ministrative accountability is the premise of legitimacy.
