| 摘 要： | 充分就业是构建和谐社会的应有之义。非盈利组织作为政府部门和盈利组织以外的“第三部门”,具有服务大众,不以盈利为目的,组织性、自愿性、自治性、民间性和公益性强等特征。非营利组织的发展可以缓解就业压力和社会矛盾。发展非盈利组织,要健全法规,正确处理与政府的关系,加强自身建设。

| Abstract: | The full social employment is the essential significance of the construction of our country's harmonious society.Besides the government department and the profit orgnization,as the third branches,it has the characteristic of serving masses,organization,roluntarity,antonomous rule,popular,public good,and so on.Its development can relieve employment pressure and social contradictions.To develop the NPO,we must improve law and regulation,handle the relationship with the government rightly and reinforce oneself building. |
