大城市地区解决失地农民问题研究

在大城市农村地区迅速工业化和城市化过程中,出现越来越多的农民失地现象是不可避免的.农民在失地后得不到合理安排而造成"失地农民问题"是迫切需要解决的.产生失地农民问题的根本原因,是在土地征占中保护农民土地权益的政策和制度存在缺陷,偏重于考虑财政承受能力和压低征地成本,而对农民利益考虑不够.要通过适当提高统筹层次、协调城乡发展的途径解决失地农民问题.

Studies on Solving the Problems of Farmers Losing Their Land in Metropolitan Areas

With the processing of fast industrialization and urbanization at the suburb of metropolis, it is unavoidable that more and more farmers will lose their land. It is urgent to solute the problems of farmers losing their land caused by inequitable compensation arrangements. The fundamental reason lies in the defects in policies and institutions concerning the protection of farmers' interests, which have emphasized less financial pressures and lower requisition costs, and have overlooked farmers' interests. The solution needs a higher administrative level of overall planning and a way of rural-urban coordinated development.
