成都市农村土地使用权流转现状、问题与对策探讨

近年来 ,成都市农村在保持土地所有权和承包经营权不变的前提下 ,通过土地使用权的流转积极推进规模经营 ,并取得了一定的成效。为此 ,本文以成都市为例 ,分析了成都市农村土地使用权流转的现状和形式及其对农村经济发展的意义 ,指出了土地使用权流转存在的问题 ,并提出了相应的对策和措施。

Discussion on Problem, Countermeasure and Status of Use Right of Land Flowing and in Chengdu Countryside

In recent years, under present condition of keeping owner right and contractual operation of land, it positively intensive management has been advanced, resulting in some achievements and effects by shifting use rights of land flowing in Chengdu countryside. The author analyses the status, mode of use right of land flowing and the significance of the rural economic development in chengdu countryside, points out some problems of the use right of land flowing, and puts forward some proper countermeasures in this paper.
