| 摘 要： | 采用综述法和文献分析法,分析了现行征地制度中存在的主要问题,讨论了农地发展权设置的意义和可行性,提出设置农地集体所有权之下的农地发展权以实现土地增值收益的合理分配,以及完善征地补偿机制的建议。

| Abstract: | By means of summarizing method and literature analysis,the main problems in current land expropriation system were analyzed.The significance and feasibility of establishing the farmland development rights were discussed.The suggestions of establishing the farmland development rights under the agricultural land collective property right to realize the rational distribution of land increment income,and perfect the compensation system of land expropriation were given. |
