21世纪我国城市生活垃圾问题及分类研究——关于循环经济思考(一)

针对我国城市垃圾主要采取"混合填埋处理"的现状,指出城市生活垃圾混合填埋处理隐藏严重的后患,其实质性原因是垃圾处理的方式不妥;提出通过立法改革现行垃圾处理方式、实行垃圾分类利用、培育环卫产业;加强宣传教育,强化民众环境意识,研制和推广使用新型可分放垃圾箱,有价回收各类垃圾等对策,力争21世纪前20 a总体基本实现城市垃圾的无害化、减量化和能源化,助推循环经济的发展。

Studies of Urban Domestic Garbage and Classification Measures in China in the 21st Century-Thinking about the Circular Economy(1)

According to the status of disposing urban domestic garbage by filling after mixing in China,the serious hidden dangers are pointed out.The disposing way is not proper.The countermeasures are proposed including changing the disposing way by legislation,implementing classification utilization of garbage,establishing environmental sanitation industry,strengthening propaganda education,enforcing environmental awareness,researching and spreading new classification dustbins,and paying for recovering all kinds of rubbishes and so on.The harmlessness,reduction and energy of urban domestic garbage would try to be basically achieved in the first 20 years of the 21st century to promote the development of circular economy.
