摘    要:高校要实现人才资源效益最大化,建立科学高效的管理机制是关键。应探索建立完善的人才资源能力开发机制、优化配置机制、激励和约束机制,努力提高人才资源的使用效益和整体实力,推进高校持续健康发展。

Abstract:To maximize the talents resource effect at colleges and universities, building a scientific and high-effect management system is the key. It has been explored to establish the perfect mechanisms of talents resource competence development, optimized deployment, encouragement and restriction, so as to improve the usage and overall strength of talents resource, and accelerate sustainable and sound development of colleges and universities.
