农业科技成果转化及推广资金分类管理浅析——以福建省为例

以福建省为例，针对转化及推广资金筹集和管理问题展开探讨。在指出资金投入不足是导致中国农业科技成果转化率低下的主要原因的基础上，认为由于农业科技类型不同，其转化资金的来源也不一样，并对农业科技转化及推广资金应实施分类管理的原因进行分析，最后提出实施分类投入机制的具体建议，即公益性农业科技项目的推广转化资金应以政府投入为主，而经营性项目的推广转化资金则应建立多元化的投入机制，同时还应强化资金管理和结构调整。

Analysis of transformation of agricultural science and technology achievements and classified management of promotion funds -- Take Fujian Province as a case

Taking Fujian Province as an example, the raising and management of transformation and promotion funds is investigated. It is proved that insufficient funds support is the main reason for the inefficient transformation of agricultural science and technology achievements in China. Accordingly it is held that different sources of transformation funds are because of different styles of agricul- tural science and technology, and the reasons for classified management of transformation and promotion funds are analyzed. Finally the suggestions on the classified investment mechanism are proposed, including keeping government investment dominant in the transformation and promotion funds of public welfare agricultural science and technology projects, establishing diversified investment mechanism in the profit-oriented projects, and meanwhile strengthening funds management and structural adjustment.
