福建省各地区人力资源可持续开发水平的实证研究

摘    要:构建了区域人力资源可持续开发水平评价指标体系,并对福建省9个地区人力资源可持续开发水平进行了实证分析。研究表明:从事第二、第三产业人口比重、每万人拥有卫生技术人员数、人均教育经费支出和人均交通与通讯支出占家庭消费总支出的比重是最重要的衡量指标;厦门地区人力资源可持续开发水平最高,宁德地区最低;区域人力资源可持续开发水平与其经济发展水平基本上呈正相关关系。因此,区域人力资源开发既要统筹兼顾,又要突出重点;建立多主体、多层次的区域人力资源可持续开发体系;积极发展第二、第三产业;大力提升区域经济水平。

The positive research on the levels of regional human resources sustainable development in Fujian Province

Abstract:The paper builds an indexes system of evaluating the level of the regional human resources sustainable development and evaluates nine regions in Fujian Province with it. It tells that the ratio of employed persons in the secondary and tertiary industry, the number of medical technical personnel per 10000 persons, per capita government expenditures for education and the ratio of per capita expenditure for transport and communications to the total household consumption expenditures are the most important evaluation indexes ; Xiamen' s level of human resources sustainable development is the highest and Ningde' s is the lowest. The regional human resources sustainable development level is on the whole positively correlated with its economy development level. Therefore, we should not only take all factors into consideration but also stress the main points, build a regional human resources sustainable development system with varied subjects and levels, develop the secondary and tertiary industry enthusiastically, devote major efforts to promoting the regional economy level.
