2019年我国农业气象灾害预警发布情况分析

我国是农业大国,气候特点复杂多样,各种气象灾害对农业影响巨大。2019年,全国各级预警发布机构利用国家突发事件预警信息发布系统发布14类和农业紧密相关的预警信息共13万条,其中大风、暴雨、高温类预警信息在发布数量上分列前三位,暴雨、高温类的红、橙色高级别预警信息数量相对较多,区县级发布预警条数最多,呈现明显属地化发布特点,对本地特色农业有着更具针对性的指导意义,寒潮(冷)、冰雹、霜冻、台风、暴雪、干旱、干热风、低温冻害等气象灾害呈现出很强的地域特点。本文对2019年与农业相关的气象灾害预警信息发布情况进行分析,对发现的问题进行深入思考,并提出可行性建议。

Analysis of the early warning and release system for agricultural meteorological disasters in China in 2019

China is a large agricultural country. The climate characteristics are complex and diverse. All kinds of meteorological disasters have a great impact on its agricultural development. In 2019, the early warning and release agencies at all local levels, based on the national level emergency early warning information release system issued a total of 130,000 pieces of warnings under 14 categories that are agriculture related. Of which, warnings on strong winds, heavy rain and high temperature ranked the top three in terms of the quantity of warnings. Warnings released at county and district level constitute the majority of all warnings and they provided effective guidance to the development of local feature agriculture. Cold wave, hail, frost, typhoon, blizzard, drought, dry and hot wind, low temperature frost damage and other meteorological disasters show a strong regional characteristics. This paper analyzes the release of early warning information on meteorological disasters related to agriculture in 2019. It also provides some in-depth inputs on the identified problems and provides constructive suggestions.
