农村宅基地整理的问题与思考

农村宅基地整理作为国土空间规划实施的重要任务之一,城乡建设用地增减挂钩项目是其主要的实施形式。我国自2004年开展城乡建设用地增减挂钩试点以来,项目实施范围与规模逐年扩大,城乡建设用地增减挂钩节余指标调剂使用范围逐步放宽,以鼓励农村宅基地的整理。项目的实施对优化城乡建设用地结构、保障城镇发展、促进耕地保护、助力脱贫攻坚等发挥了重要作用,但在实际操作中仍存在一些问题,本文以巴东县野三关镇凉伞坡村农村宅基地整理试点项目为例,总结实施过程中所遇的问题,提出相关的建议与思考。

Problems and thoughts on rural homestead rearrangement

Rural homestead rearrangement is one of the important tasks in the implementation of Land Space Planning, urban and rural construction land increase-decrease linkage project is its main form of implementation. Since 2004, China has launched the pilot project of linking the increase and decrease of urban and rural construction land, the scope and scale of the project have been enlarged year by year, the scope for adjusting the use of the index of urban and rural construction land increases or decreases has been gradually broadened, to encourage the rearrangement of rural homesteads. The implementation of the project has played an important role in optimizing the structure of urban and rural construction land, ensuring the development of cities and towns, promoting the protection of cultivated land and helping to alleviate poverty, but there are still some problems in practice, this paper takes the pilot project of rural homestead consolidation in Liangshananpo village, Yesanguan town, Badong County as an example, summarize the problems encountered in the process of implementation, put forward relevant suggestions and thinking.
