| 摘 要： | PFI项目是私人融资启动参与公共工程建设，与政府合作。这类项目通常建设时间长、技术含量高并且投入资金大，项目的执行过程中涉及多角度和多方面的项目管理内容。本文主要研究此类项目的执行过程中合同框架的关键问题，分析国外的PFI项目的标准合同文本的构成，探讨我国政府机构推进PFI项目中的法律制度的建立和项目管理中的合同管理问题，提出推进的政策和措施和建议，从而加快和提升我国的PFI项目在合同管理的过程中的效率。
