| 摘 要： | 柏泉农场在公共服务项目中通过BT方式实行政企合作,是政府和企业共同致力于新农村建设的一种务实的公共服务提供方式。以柏泉农场为例,分析政企合作中利益相关者之间存在基于公共利益、政府利益和商业利益的矛盾,提出要遵循平等协商、统筹兼顾、合作共赢的利益关系整合逻辑规则,并以培育公共精神、强化协同合作机制、健全利益均衡机制作为利益关系整合的途径。
