面向国土空间规划的生态保护重要性评价——以内蒙古东部地区兴安盟为例

为进行内蒙古东部地区国土空间规划下生态保护重要性评价，基于兴安盟资源禀赋特征和社会经济发展实际，构建兴安盟生态保护重要性评价指标体系，并通过集成生态系统服务功能重要性和生态脆弱性评价对兴安盟生态保护重要性进行分等定级。结果表明:1)兴安盟生态保护极重要区总面积为27 986.88 km²，占全盟总面积的50.75%；2)兴安盟生态保护重要性空间分异明显，高值区和较高值区主要分布在盟域的西北部阿尔山和主要的国家级保护区范围内，而较低值区则主要分布中南部丘陵和草原区域；3)水土保持功能和水源涵养功能对于兴安盟生态保护具有重要价值。本研究可为兴安盟生态保护红线划定、生态空间划定、国土空间规划编制构建绿色生态环境保护屏障提供科学依据。

Evaluation of the importance of ecological protection oriented toward territorial and spatial planning: A case study of Xing'an League in the Eastern Inner Mongolia

In order to evaluate the importance of ecological protection under the spatial planning in the eastern part of Inner Mongolia, based on the characteristics of resource endowments and the actual situation of social and economic development of Xing''an League, an evaluation index system was constructed for the importance of ecological protection of Xing''an League. The importance of integrated ecosystem service functions and ecological protection vulnerability were integrated to classify the importance level of ecological protection in Xing''an League. The results show that: 1)The total area of the extremely important area of ecological protection in Xing''an League is 27 986. 88 km², accounting for 50. 75% of the total area of the whole league; 2)The spatial differences of the importance of ecological protection in Xing''an League is obvious, and the high value area and the higher value area are mainly distributed in the northwest of the alliance, arshan and major national protected areas, while the lower value area is mainly distributed in the hilly and grassland areas in the central and southern region; 3)The water and soil conservation function and water conservation function are of great value to the ecological protection of Xing''an league. This study can provide a scientific basis for the delineation of ecological protection redlines, ecological space delineation, and land spatial planning and preparation of green ecological environmental protection barriers.
