略论《高等教育法》实施的意义

高等教育法》的正式施行，这对保障高等教育事业的健康发展， 落实科教兴国战略， 迎接新世纪、新科技革命挑战都具有重要意义。本文试图从以下三方面，即依法治国方略的重要组成部分、为落实科教兴国战略提供有力的人才支撑和知识贡献以及为高教事业长期健康发展提供法律保障来论述《高等教育法》实施的意义。

A BRIEF VIEW ON THE SIGNIFICANCE OF THE ENFORCEMENT OF HIGHER EDUCATION LAW

s The official enforcement of Higher Education Law is of vital significance to ensure the healthy development of higher education cause,to implement the strategy of making the country prosperous with science and education and meet the challenge of new science and technology of the coming century.This paper is to comment on the significance of the enforcement of Higher Education Law in three aspects as follows:the essential constitutive part of managing state affairs in conformity with legal provisions;providing the strategy of making the country prosperous by means of science and education with strong human resources support and knowledge contribution;and supplying the healthy and long-term development of higher education with a legal guarantee.
