珠三角“代耕农”问题的政策改进与管理策略选择

【目的】剖析当前珠三角“代耕农”存在的问题及其负面影响，提出解决“代耕农”问题的政策改进与规范管理建议，为“代耕农”的生存与发展提供解决思路。【方法】通过实地调研和归纳整理，对珠三角地区“代耕农”问题管理中的现有政策和管理策略进行分析，从制度和体制两个层面提出解决珠三角“代耕农”问题的建议。【结果】珠三角地区“代耕农”面临着入户入学、转产就业、社会保障和社会融入等生存与发展的系列难题，存在政策和管理的双重缺位，对“代耕农”、流入地居民和流人地政府均产生了负面影响。【建议】需从政策上制定有针对性的入户政策和入户后的福利保障政策，管理上进行补偿安置归位、改善基本公共服务、提高“代耕农”的群体组织化程度，以解决珠三角“代耕农”问题。

Policy improvement and management normalization for problems of Daigeng Farmer in Pearl River Delta

Objective]This paper analyzed problems and negative effects of ＂Daigeng Farmer＂ in Pearl River Delta. Some suggestions to solve ＂Daigeng Farmer＂ questions from policy improving and standardized management were proposed to provide references for ＂Daigeng Farmer＂survival and development. Method]Based on spot survey, induction and reorganization, this paper analyzed the questions of current policy and management tactics so as to put forward solutions for this issue. Result]＂Daigeng Farmer＂in Pearl River Delta had a lot of surviving and developing questions, such as residency, education,employment, social security and social integration. It had double insufficiency in policy and management, which had negative effects on ＂Daigeng Farmer＂, local residents and local government. Conclusion]To solve the issue of ＂Daigeng Farmer＂, relevant polices and management strategies should be made including residency, social welfare, subsidy, basic public service and＂Daigeng Farmer＂association.
