山区建设必须以林业为基础

我国2/3为山地,《国家十四个重要领域技术政策要点》没有把山区建设作为重点加以研究。目前全世界对山区建设也极少开展理论研究。恩格斯《自然辩证法》所告诫的错误,仍在当今世界的各地重演。不重视基础研究,没有基础理论做指导,在我们社会主义中国的山区建设中也难免还要犯严重错误。

A Good Forestry Must Serve as Basis for Mountainous Area Development

This is a lecture delivered at Symposium on Mountainous Area Development attented by heads of related counties under the sponsorship of Ministry of Forestry, PRC, (l) 2/3 of total area in China is mountainous. The Blue Book No.l, published by the State Science and Technology Commission,pays no special attention to development of mountainous areas. An integrated policy is necessary to be worked out for the whole country. (2) Among mountainous nations there are the richest and the poorest, the former must have had well-managed forests, A good forestry must serve as basis for mountainous area development, (3) Conception of good forestry is changing, Germany now follows a way of nature-like management of forests, while Japan puts emphasis on diversity of needs. (4) &(5) Relationship between forestry and husbandry, tourism is described. (6)Timber could not bear the cost of mountainnous forestry alone.
