| 摘 要： | 详细阐述了水利水电工程对环境和生态的潜在影响，分析了原因并提出了防止和减少不利影响的对策和措施。同时还指出水电工程在规划、设计、施工、及后期运行调度的条件下均应考虑生态和环境的要求，使工程在造福人类的同时，对生态环境的不利影响减少到最小程度。

| Abstract: | The potential effects on environment and ecology imposed by hydroelectric engineering construction are discussed in detail.The reasons why some environmental problems will produce during the period of construction are analyzed and other corresponding prevention methods and measures are put forward as well. At the same time, in order to reduce environmental and ecological side effects imposed by projects constructing to the minimum and make such projects serve the people, the planning, design, construction and operation condition of hydroelectric projects are also discussed. |
