我国耕地资源问题与实现有效保护的耕地补偿机制探讨

我国耕地资源紧缺,且其面积随着时间的推移依然呈惯性下降。耕地的减少对我国粮食安全带来挑战,也引发了生态环境破坏和新的三农问题;究其原因主要与工业化、城镇化推进对土地的需求增加,与经济发展、人民生活消费升级、基本建设用地增加,与耕地转化为非农建设用地过程中的利益分配偏差有关。提出要充分利用补偿机制,真正实现对耕地资源的保护,并对耕地补偿的理论基础和功能、补偿标准及实施办法进行了探讨。
