中国热带农业科学院国际合作项目现状、问题及对策研究

对中国热带农业科学院(以下简称“热科院”)2007-2012年国际合作项目(以下简称“国合项目”)的现状和管理经验进行概述，分析其存在的问题，并提出改进策略。结果表明：热科院国合项目获批项目经费与数量增加，申报渠道增加；但热科院仍存在国际科技人才与具有竞争力科研项目缺乏、国合项目获批难等问题。针对其存在问题，提出积极引进与培养国际化科研人员，建立国际专家人才库与国际合作储备项目库，充分发挥国际合作平台优势，积极申报项目，建立健全热科院国合项目的评价与监督机制等。

Status, Problems of International Cooperation Project of CATAS and Countermeasures

Summarized the current situation and management experience of 2007-2012 international cooperation project of Chinese Academy of Tropical Agricultural Sciences, analyzed the existing problems, and puts forward the improvement strategy. The results showed that the CATAS international cooperation project and funds are increased in the number of reporting channel. But CATAS still existed international competitive research projects lack, international cooperation projects approved and other difficult issues. According to the existing problems, actively introduce international scientific research personnel, establish an international pool of experts and international cooperation project reserves base, give full play to the advantage of platform for international cooperation actively to declare the project, establish and perfect the evaluation project of international cooperation.
