| 摘 要： | 论述了草地建设在生态环境建设和农村经济发展中的重要地位，指出大搞草地建设是改善生态环境，发展农村经济，特别民畜牧业的关键环节，并根据山西省实际，提出加快草地建设要抓好晋西黄土丘陵草地建设区、晋北黄土丘陵风沙草地建设区、东部土石山草地建设区三大区域建设和繁育草种、飞播牧草、退耕种草、草地改良、草地保护５个重点，采取４条保障措施。

| Abstract: | The grassland construction takes a key role in the ecological environment construction and rural economy development. In Shanxi province, grassland construction plan can be divided into 3 districts, which are Jinxi loess hilly grassland construction district, Jinbei loess hilly windy sandy grassland construction district and eastern earth stone mountain construction district. To ensure grassland construction successful, five key parameters( forage seed production, aerial sowing, grassland planting instead of crop cultivation, natural grassland improvement and protection) and four measurements were pointed out. |
