旬阳县"一江三河"生态恢复与建设的思考

根据陕西旬阳县境内“一江三河”流域的自然条件,在分析该区域内存在生态问题的基础上,提出了“一江三河”生态恢复与植被建设的对策与建议：（1）各级领导要明确目标,提高认识;（2）加强宣传教育,培养群众的生态意识;（3）建立健全法制,实行奖罚分明激励机制;（4）进一步加大封山禁牧、管护的力度;（5）继续加大荒山造林和退耕还林力度,加快“一江三河”生态恢复步伐;（6）政策倾斜,项目带动,减缓森林资源压力。

Ecological Restoration along the Rivers Passing through Xunyang County

Analysis was carried out on the rivers passing through Xunyang.Ecological problems confronted were pointed out.Some measures for ecological restoration along the rivers were suggested:i)raising awareness and defining the goals;ii)strengthening publicity;iii)establishing sound legal system with favorable mechanism formulated;iv)strengthening management for mountain closure and protection; v)speeding up the pace of land conversion and afforestation;vi)relieving the pressures on forest by inputting more projects.
