农村人力资源开发是推动城乡一体化发展的有效途径。近年来,云南经济社会在迅速发展的同时,城乡差距在不断扩大,庞大的低素质农村劳动力群体成为制约云南经济社会发展的首要障碍。城乡一体化发展进程的加快,给农村人力资源开发带来了机遇和挑战,应坚持转变农民思想观念,增强科技意识;重视农村基础教育和职业教育;建立和完善保障机制,分层次、分区域全面开发。

The development of human resources in rural areas is an effective way to promote the unified design between the city and the countryside.Recent years saw the ever-widening gap between the rural areas and cities with the low-quality of rural human resources forming an primary obstacle for the sustainable economic development of Yunnan Province.The acceleration of urbanization has brought both opportunities and challenges to the development of rural human resources,and to accelerate the development of rural human resources,we should persist in transforming the conceptions and beliefs of the farmers,enhancing the consciousness of science and technology,attaching importance to the development of rural basic education and vocational education,building and improving the social security mechanism,developing all-roundly the rural human resources at different levels and areas.
